In the event that the fight only lasts about two minutes, but there's no way WoTLK Gold to tell the fight is going to be a two and a half minutes, then you'll arcane power when it comes off cooldown, since icy veins aren't likely to get off cooldown until the fight ends, because it's a two and a half or 2.4 minute cooldown spell. You must be aware the length of the fight for optimal cooldown usage.

And you want to maximize the amount of burst windows and your number but not at the expense of using your CDs. So it's just kind of a little game with knowing how long it will fight is.
