Palm is now a 2 minute cooldown, and you can't activate arcane WoTLK Gold and palm power simultaneously. This will impact how opener works and other items perform, but I'll get into it in a bit. Also, Arcane potency now increases the likelihood of the next damage bill following receiving clear casting and palm so palm now activates arcane power.

In the same way, Arcane Power has been decreased from a 3 minute cooldown. into a 2 minute cooldown that now causes 20percent more damage. This will cost 20percent more mana as opposed to 30% more damage it for 30% more mana in TBC. And then arcane Empowerment is also modified to increase the damage from arcane blasts and Arcane Missiles. It also grants an additional 3% damage to all party and raid members.

So there's three different classes that offer this. It's your rep pallys buy WoTLK Gold, your BM hunters and Arcane Mages. You should make sure you have one of those and we're among those specifications, the classes that could offer that off.
